Why has my chimney cap rusted out again?

Because it is in Pacifica. Galvanised and painted steel caps have a short life in salt air on this coast. We fit stainless as the default here, and on the most exposed streets it is the only thing worth fitting.

My chimney only leaks in big winter storms. Is that normal?

It is the standard Pacifica pattern. Storm rain arrives close to horizontal and gets pushed into the face of the masonry rather than landing on top of it. That points the diagnosis at the brickwork and the flashing rather than the crown, and it is why we inspect all of it before quoting.

What is the difference between Level 1 and Level 2?

Level 1 covers the readily accessible parts of a system that is in continued service with no changes. Level 2 adds a camera scan of the full flue and is the standard required when a property is sold, when the fuel or appliance changes, or after an event such as an earthquake or a chimney fire.
